I started with David/HP scanner, than I sell the license and cameras and moved to a DIY RangeVision.
It's not far from you budget, if you find offers in the projector.

As always you make clean works!
no matter the tool.
Well, I can imagine getting a good scan now requires tons of effort less than with David / HP.

Dentists use intraoral scanners, which are good for object of the dimension of a teeth. Re: Join me? Open source 3d scanning turn table software development
I succeded in using Beck's approach with AutoIt.
It was just for fun, since I soon moved to RV. You can code the angle and whatever.
Nowaday it would be more interesting to work on the microntroller code for the RV and Flex to make it a 2-3 axis such as martan did.

Anyway, RV also can be a good software if you can deal with some of its major limitations (specially camera choice limitation). but I always prefer FlexScan3D as a very engineered and professional software.
Take your time.

Re: The biggest difference between HP and FlexScan3D?
Actually RV has some big limitations: 1- very limited camera choice (only accept some Daheng cameras) 2- Russian language 3- the type of marker which it use (only a circle dot, so sometimes it detect wrong markers) 4- very special calibration panel 5- and I think not good support for out of Russia ...
