Handheld Scanner Recommendation

Good afternoon Community!
Recently I am involved in a post degree project at my university. The university is investing in this project and my first task is to collect as much information of handheld scanners currently on the market available within the following criteria:
Budget:
- max. 5.000 €

Purpose:
- scans of small (4x 4cm up to 2x2 m) complex objects for reversed engineering
- optional: scan objects with detailed surface information to compare it with an industrial scanner (don´t expect that it fits the budget)

Already working experience with:
- Systems Sense 2 3D Scanner
- Photogrammetry with Agisoft Photoscan

Scanner should meet the following requirements:
- Accuracy of sub 0.5mm
- Speed
- Colour in the scans is no criteria / just geometry
- Ease of use

What i do want :D :
- Recommendations! (Scanners and Software)
- Links to trustworthy reviews, or your own experience stories.
- Indications if we need a bigger budget, other expectations, special educational offers (e.g. Artec Eva Lite for a cheaper price) etc

The range you are looking to be able to scan is going to be hard to find in a hand held scanner, let a lone at that price. Have a look at the Peel (Peel-3d.com).

The detail on the small stuff is where you are going to have problems.
