License File issue

Hi Guys
I am from Pakistan and I am having David 3 license. I didn't bought the UBS dongle and now its become a big problem for me. Because everytime I need to change laptop/computer I need a license file from David and now the David is no more.
They sold the whole company to HP and I am failed to connect anyone to help me. I may have a USB dongle but there is no dealer here.
Could anyone help or suggest a way????
